  • Jenna Roberts, Founder and Principal

    As founder and principal of JJR, Jenna brings a broad range of knowledge, skills, and energy to each client and every project. She has a strong background in public health and 20 years of experience in business process redesign, complex project management, organizational development, change management, and strategic planning. Jenna is a data-driven professional with outstanding facilitation, communication, and cross-cultural team management skills. She has a demonstrated commitment to prioritizing diversity and helping address the root causes of health and racial inequities, working with public and private sector clients and government agencies, including with multiple bureaus and offices at the Massachusetts Department of Public Health (DPH).

    Jenna has grown JJR from 5 employees to a busy team of 40+ consultants. She is especially proud of their contributions during the COVID pandemic, when JJR assisted the Massachusetts response, forming call centers, supporting hospitals, training municipalities in contact tracing, facilitating weekly calls between DPH and the 351 local health departments and helping develop and support a $130M Vaccine Equity Initiative.

  • Dazlee Alvarado, CFO

    Dazlee is a skilled problem solver with a talent for implementing change management strategies and developing and executing systems change for process improvement. Having worked with DPH for over 15 years, and the Commonwealth of Massachusetts for 25 years, Dazlee brings her personal experiences in support of diversity and inclusion in the workplace. By building long-standing and trusting professional relationships, Dazlee can successfully communicate with diverse working groups and thrives in assisting teams to achieve advanced and sustainable solutions. In her roles at DPH, she has worked with Administration & Finance (A&F), facilities management, senior management, grant management, and human resources in support of business process redesign, reorganizations, and in the development of vender and fiscal manuals and Standard Operating Procedures (SOPs).

  • Sarah Welch, Chief of Staff

    Sarah has strong leadership, communication, problem solving, strategic planning, and prioritization skills that she uses to build relationships with key partners and assist with the daily operations of JJR Consulting. She began at JJR by assisting DPH at the start of the COVID-19 pandemic where she had to learn quickly, communicate thoroughly, and adapt to rapidly changing situations and guidance. Sarah is an exceptional leader and organizer who thrives when supporting diverse teams working collaboratively to impact public health change during an emergency. Sarah is known for cultivating positive relationships, anticipating needs, and keeping teams on task. She provides tactical support to prioritize and implement both internal and client facing ideas and initiatives.

  • Karen van Unen, Lead Consultant

    Karen is an accomplished not-for-profit leader strategic thinker with demonstrated financial, managerial, and fundraising skills necessary to build and grow a sustainable organization. She brings more than 9 years of experience working with DPH and currently serves as the Senior Project Manager on the Registry of Vital Records and Statistics (RVRS) 21st Century Project, a $14 million technology modernization initiative. She also recently completed the transition of 13 health licensing boards, including 19 staff members from the Department of Occupational Licensing to DPH. In her project manager role, Karen provides oversight, strategic planning, and risk management expertise as she works with the client to ensure project goals and plans are finalized and implemented. She oversees the work, progress, and quality of the JJR team, facilitates meetings with the business core team, helps scope out responsibilities while working directly with each team member to ensure progress and quality of the work, and provides guidance and sets standards for the final product.

  • Phyllistine Daly Dixon, Lead Consultant

    Phyll has extensive experience in project management and more than 9 years working collaboratively with DPH where she assisted the Medical Use of Marijuana Program and led the launch of the Patient Support Center in addition to assessing and recommending efficiencies to improve services. She has been working with the Registry of Vital Records and Statistics 21st Century Project since 2020, providing project management and administrative support in gap assessments, partnership outreach, and grant reporting. Phyll is a creative problem-solver who demonstrates exceptional initiative and leadership skills that make her an asset to any project. Phyll has an aptitude for measuring systems and processes to determine actionable and effective quality improvement. Her skill set also includes project management, grant management, and anticipating program needs and she is committed to aligning best practices and efficient use of existing staff as strategies for program success.

  • Elizabeth Sorrell, A&F Consultant

    Elizabeth is an accomplished public and not-for-profit fiscal and administrative leader with collaborative and strategic skills to analyze, propose, and implement streamlined processes for internal and external clients. Elizabeth brings over 11 years of public health experiences handling various federal grants and over 10 years working in the not-for-profit sector managing grant funded projects for different international government aid agencies such as the World Bank, Japan International Cooperation Agency (JICA), Canadian International Cooperation Agency (CIDA) and Australian Agency for International Development (AUSAID). She has served as the budget liaison for the COVID-19 Vaccine Equity Initiative (VEI) since 2021. In her various project management roles, Elizabeth continues to provide budgeting and reporting support pre- and post-award, recruitment support, and has established policies and procedures within specific grants across DPH bureaus regarding budget amendments, hiring, contracting, monitoring expenses, subcontractors/subrecipients, and reporting.
